VEHICLE MAINTENANCE

The vehicle Maintenance Coordinator is responsible for the maintenance and care of all equipment and vehicles utilized by The Mt Carmel Police Department. He is responsible for maintaining all information concerning vehicular matters, which are entered into a specialized departmental computer Database. The Vehicle Maintenance Coordinator for the Department is Officer Bobby Moffitt. The responsibility of equipment installation, vehicular upkeep and routine service rests with him.

 

RECORDS

The Records Coordinator is responsible for the coordination, development, distribution, and retention of all police documents. The Records Coordinator for the Mount Carmel Police Department is Officer George Copas. He is responsible for the entry of all incident, arrest, and accident reports into the Police Department central computer mainframe. Some of the major areas of interest handled by Records Coordinator are listed below.

The Records Coordinator has the responsibility for the entry and maintenance of crime analysis statistics for the department. This is the compilation of crime data through the department’s mainframe computer. Reports are prepared weekly and monthly or on an as needed basis to show crime trends and departmental activity.

The records unit also enters information into T.I.B.R.S., (Tennessee Incident Based Reporting System.) These records are required by the Tennessee Bureau of Investigation for the statistical data of all crime in Tennessee. These reports are used to show where the growing trends in crime are and therefore enables law enforcement to better prepare a defense for the public.

The Operations Division is responsible for the day-to-day operations and all field activity within the Department. This Division may be further broken down into three specialized groups.

  1. PATROL DIVISION
  2. RECORDS COORDINATION
  3. SUPPORT SERVICES

 

TRAINING

Training for the Mt Carmel Police Department is the responsibility of departmental Lieutenant Kevin Ewing, and is responsible for many functions within the Department. He develops and coordinates all training which is conducted at the department, as well as the training and re-certification of all sworn personnel. Additionally, he works closely with outside agencies and academies in the development of training programs for officers. As required by P.O.S.T. (Peace Officers Standards and Training Commission, the regulatory body for law enforcement), each sworn officer of the department is required to attend a minimum of forty (40) hours of educational in-service training per calendar year to maintain certification status.

The training team also assists and acts as an aid to the Chiefs Office in the selection and appointment of new personnel to the department. They are also responsible for the continuing education of senior members of the department. They post training bulletins which inform and educate the members of the department of up-coming classes which may be of interest to them.

The training unit also has the responsibility for the training and educational development of the volunteer members of the department (Reserves). These individuals are trained monthly inter-departmentally to establish and maintain a level of training unequaled in this region for this type of service.

Through the continual training and development of its personnel the Mt Carmel Police Department strives to not only meet standards that are required, but exceed them, in an effort to provide the citizens with the highest level of law enforcement protection available today. 

The City of Mount Carmel is the largest city (land Area) in Hawkins County with 7 square miles in size, set mainly in a rural environment, in the eastern end of Hawkins County, Tennessee. The city is bordered on the east By the City of Kingsport, and on the west by The City of Church Hill. The City of Mount Carmel is the second largest Municipality in Hawkins County with a population of approximately five thousand six hundred ( 5,600 ) people ( 2008 estimate ). Officers for the City Patrol 55 miles of roadway within the corporate limits.
