All members of the Police Department act as a liaison between the Community and the Police Department.  By doing this, the community becomes an important part of the Department.  The direct contact with the community is an effort to promote police community interaction and to deter criminal activity, this allows members of the department to better prepare against criminal conduct.  Community involvement allows citizens to feel that they are a part of, not apart from the police in their area.
