Stormwater Managemant

   

The town of Mt. Carmel is considered part of the Kingsport metropolitan area for stormwater management purposes. Accordingly, the State of Tennessee required the Town to submit a notice of intent to manage stormwater. Yes, we must manage rain water and snow melt once it is on the ground. The permit application was submitted and the Town was issued a permit by the state. Conditions of that permit require that we take measures to manage the flow of stormwater, prevent waterway pollution, prevent illicit discharges into waterways, minimize silt from migrating off construction sites as well as other measures including community and citizen involvement.

 

The Town adopted Ordinance 277, Stormwater Management, Erosion and Sedimentation Control, June 22, 2004 . This ordinance is the Town's rulebook on stormwater management.

You may call the stormwater manager, Vince Pishner, at 612-8119 or e-mail him at vincepishner@yahoo.com, or call for an appointment and he will meet you at the problem area or in City Hall. Specific issues you may want to address are mud, silt or other debris coming off construction sites; soap suds on the ground or in ditches (illicit discharges); oil or other pollutants in waterways; or other questions.

 

A stormwater management plan and grading permit are required when the construction site is an acre or more or when adjacent lots are being build on: In the case of an acre or more, a separate permit must also be obtained from TDEC. Call Vince, 612-8119, for details. Smaller areas may also require a plan and permit if adjacent to a stream or upstream of a stream or street.
